•The user can enter one ‘1’ and no ‘2’ or one ‘1’ and one ‘2’ or no ‘1’ and one ‘2’
or no ‘1’ and no ‘2’. Any other combination of entries is invalid.

•Enter ‘1’ beside an ID and ‘2’ beside another
ID and press Enter. Set these two IDs
to ‘1’ and ‘2’, clear all other Budget IDs.

•Enter ‘1’ beside an ID (no ‘2’) and press

•The ID with number ‘2’ becomes unselected, the
ID with number ‘1’ becomes number ‘2’ and the selected ID becomes number ‘1’.

•Enter ‘2’ beside an ID (no ‘1’) and press
Enter:

•Keep ‘1’ as ‘1’ unless it is the selected
ID. In which case, make ‘1’ a ‘2’ and
make ‘2’ a ‘1’. Otherwise, the ID
with number ‘2’ becomes unselected.
The selected ID becomes number ‘2’.

There must
be a default number ‘1’ and a default number ‘2’ at all times.
